I've heard the reason for the Coney Arcade lights staying on is because they do a really good job of lighting the midway for security and general purposes. They might also stay on for the same reason The Racer's chaser lights and the Eiffel Tower lights stay on: to retain some of the park atmosphere during the off-season. I can't remember if Vortex's chaser lights stayed on every night, but I'd love to find out.

The tree uplighting on International Street looks to be cycling or in a testing mode. They are "moving" up the left side of the street and down the right side in rapid succession. I hope this can be used for future hourly fountain shows! Those were really cool during Halloween Haunt and would be nice to have during the regular season. The lights would be harder to see toward the end of June, but it might work with just the music and fountains as well.
