If those kids were applying and taking said jobs, then they wouldn't need to hire international workers. The truth is, that staffing has been such an issue in the past 2-3 years that this is needed. Also, KI is getting dorms built. They will be located behind Timberwolf and GWL.

Yeah, they need to be staffed more than June-August. The time before and after those months (and even during for certain rides/departments) is a staffing nightmare.

Also just in general seasonal jobs have a hard time because people want year round employment when they can. Also working over 40 hours a week without overtime can be an issue for a lot of people.

This is good news,  show's KI is working on the staffing issues,  so they could be open during the last 2 weeks in August.  

I haven't heard anything about the school bill.

I think this is a good idea,  a few years ago when I really wanted to work at an amusement park I was unable to because KK was closed.  I would have considered going to KI or HW had they provided housing since I’m too far to commute daily.
