I've noticed that, especially at value chains like Aldi or Save a Lot. Cheerios boxes are a good example of this. I'm sure there are strict, carefully-worded agreements in place that benefit all parties fairly to allow these products to look so much like the "national" brands.

and sometimes at places like Aldis a national brand will make a local "regional" brand to be put into the stores...

They make deals with the number 1 in the market to produce them that way.
