Upon further inspection, these plans are from the public records office. They have the project number (13-0121) written in sharpie on the side. You can see that same project number here: http://www.co.warren.oh.us/auditor/property_search/memos.asp?account_nbr=1202233&offset=-1 The documents also have a signed and sealed engineering stamp, you can't fake that.

The plans are definitely legitimate. They are foundation/structural drawings drawn up by Scheafer Inc. (http://schaefer-inc.com/project/cedar-fairs-kings-island-carowinds-cincinnati-ohio/) Judging by the "office copy" post-it note, he either pulled the documents at the local public records office, works at/knows someone who works at Scheafer, or works at/knows someone who works at R.E. Middleton.

Wouldn't that just end up looking like this?
