Probably in the front of International Street. But for a more secluded location I would maybe the walk back from The Bat near that one swinging element. Or in front of the clock on the other side of the Eiffel Tower.

I’ve seen lots of people propose in front of the fountain, that’s probably the most popular spot.

I proposed to my wife on the Eiffel Tower. 

I would avoid any reference to the ex in your proposal. That is just my thoughts. Good luck on your planned proposal. 

I'd say wherever you think your partner would be happiest/most comfortable. Some folks like the limelight in front of an audience, some do not. I would say tune in and pick wisely. That will make a difference in the moment! Ask me how I know B)
