I'd pay twice that for a character bust from phantom theater. I really don't think this is a bad price for an item like this. If it were smaller, I wouldn't hesitate to pull the trigger.

I'm pretty confident that this is the scene from the ride that these pieces are from. Gargamel was in at least two other scenes, but his hands were open in one and he was represented as a scarecrow (sans hands) in the other.

As you can also see, the picture is courtesy of "B. Lamm". I cannot find the site or original source I pulled it from though, but it's apparently from 1985 (Smurf's Enchanted Voyage opened in 1984, last operated in 1991).

Id like to see what this would go for on Pawn Stars.

Ah, The Smurfs: Enchanted Voyage that IS still a classic in my view. Gotta admit I'm still a Smurf fan. Awesome find!
