According to the exif file: 2012-05-18T20:50:45.60-04:00 May 18, 2012. 4:50pm if my camera's time was set properly, but I don't think it was(It is showing an advanced time of two hours now. Probably a little earlier in the afternoon. Maybe just before 3pm EDT, but that is really just a guess.

Sunset that day was 8:46 pm, and given the angle of the shadow on the top of the yellow portion of the tower cast by the checkered portion, it's reasonable to say that the sun was low in the sky, and the sun is hitting the tower from the west, which backs up that conclusion. Further investigation has revealed that my camera appears to be about 2:16 ahead of real time, 20:50 - 2:16 would be about 6:34pm. I am now suggesting a time of 6:34pm on May 18, 2012.
