How do you comibine a PKIU and PKIC account?

To my knowledge, that option is not available yet. I believe that would only become an option if the forums from the two sites were combined, which as far as I know has not been decided upon yet. If this is wrong information, feel free to correct me, as I also would like to have my account merged if it is possible. I know that it is possible from various other posts, but I was under the impression that it would only happen if the forums merged.

There is a program that does this. In order for it to work, your usernames on both pages must be identical. If they're different, we can change them for you. Your total posts will be a summation of the two sites, but we're not sure what will happen with the user number.

Any idea on when we will be able to combine accounts/ a decision will be made on combing forums so that accounts can be combined?

We really have no final word on when/if the forums will be combined. If they are, everything will be done automatically.

That's a question that we've been toying with for about a month now. Logically, having one mega site would bring the whole community together and be a one-stop place for all of your PKI needs, then again, both forums operate differently, so if they do merge, we'll have to find some common ground.
