    The land out there is ustable, swampy, heveally forested, land.

    Hard to develop.

    I wouldn't say that half the remaining land cannot be developed. I would say that it would be very expensive and that getting the necessary permits might be difficult.

    Vortex is not sinking and where has it ever been said that the land is unstable or swampy, there are no "swamps" back there. Also, the heavy forestation and the other "factors" you named didn't seem to be a problem when they built The Beast.
